Is this hack? Or glitch?

This guy doesnt have Town center and yet has more than a thousand medals

oh, its so cool! How can he do that? cheat or hack

In my oppininan, he has full of the building , but maybe the internet connection doesnt load fast, then some buildings not appear!
Just like my friend iphone. Girl photo inside his fone always naked, he say, its the internet so slow, loading speed not good, the clothes not appear ! LOL

It is a glitch left over from the Beta testing days. There are a few others like that you might come across. No worries though. That guy is not cheating anyone.

Thats such a bad comparison lol. But to be honest I do have a decent internet connection
