If you are either on war search or in war you cannot upgrade your War Artifacts except if they are not used

I’m a fan of APC, using 2 or 3 with infiltrators rpg and 2 HT, upgrading them at uni for hp and troop dmg, library done, and waiting the orange one. as soon as I get 15 more troops with new leader I will add to this army setup MRL
