100% sure, when you click on "legenda" there are explaination about the ranking, the second line clearly explain what being in red mean

Not all the guys in red are cheaters, some of them are legit players who spend a lot of money. Those who are in red it's because they were more than lvl 200 in less than 5 months but like I said some of them spent real money and don't deserve to be judged as a cheaters.

They are definitly weaker, instead of adding them hp they removed them hp. It's worst then when they removed hp boost from versailles. For the heavy tanks, everything seems good. edit: after more testing ht mk6 are weaker than ht mk5.
