World War Matchmaking Downtime

As of Version 9.1 (or maybe even 9.0), APC's have been spawning Spearman. They don't seem to be as weak as their original counterparts, but they are definitely weaker than Bundeswehr (AA German Heavy Infantry). Is anyone else seeing this problem? And devs (if you see this), are you aware of this...
