Goodbye 8th Year Event Goals Fix

I have been getting network connection errors that wipe out my entire army and about half of my air forces.

FWIW, I am Atomic Age and can testify that howitzers no longer fit my play style or (I think) most people Global Age and above.
I may have “luxury” of deciding not to use them, but it doesn’t feel like much of a luxury to be forced to use a unit no longer viable at your level of play.
