I looked quickly around and I did not find this one reported.
Sometimes, War Academy can't complete in time the resplenishing of Tactics. I explain :
After a batlle I click on the 'resplenish all button' and for example only 2 tactics are depleted. I log off. Then, hours after I log on and... the very last missing tactic is in the queue, only beginning it's building up meanwhile it has largely the time to start before and to have been finished.
