If you mean how should your war base differ from your normal city - generally, in your city the priority is to protect your food, gold and petrol (i.e. mills, markets and oil refinery) from multiplayer raids, whereas in your war base the priority is to protect your town centre to try and stop people 5 starring your base. + 5 stars is not the only aim, the another only aim is to help the offender to loose a battle at all when he will try to make a fast victory (hitting 50% of buildings or your capital during the 1st min)..
so make more obstacles in front of capital..
