Bug or hacking?

I was raiding and came across this player in Classical Age but has 2 Catapults and 4 towers. Bug or is he hacking?

with the university you can learn to have 1 more catapults and 1 more towers i'm 3x and i have the same it's a good player

I concur with Blade. No issue here. Looks easy enough to take their resources.

Be aware that several accounts have started showing errors. I'm in medieval age but all of a sudden my base is loading up in Stone Age yet I still hate medieval age units. I've reported this issue to developers. Look at posts seems like other players experiencing this same issue.
