It did not work me, but then I found the way. You need to know two things to make it work.
1) The system does not refresh the Burj el arab bonus after base layout switch automaticaly. But you can force it to do it by simply moving EACH house. Just keep them inside the circle. The relocation enforce the system to refresh the bonus. But you need to move each house.
2) Once the statistic is correct, You can start the shortened building upgrade. After this, You must stay in this layout! To enforce the system to save the shortened upgrade time, you may use a speed up on the building. It can be any short, i used 1 hour to see the result. After this You have to close the game. It may be not enough to switch application, you need to really close the game. After restarting the game I see the correct remaining time, even after switching or changing layout.
