CWA player attacking Gunpowder Age players outside of war

There is a player names Khoi who is playing French and is in the Cold War Age and he was able by some crazy miracle to attack an alliance mate of mine who is in the Gunpowder Age.

Is this a bug being exploited? Or is Khoi a cheater?

This attack occurred outside of a world war, this was a raid.

As a former Gunpowder Age I remember attacking Industrial, Global, Atomic and CWA. Somehow I was allowed to attack them for better loot. Now, maybe, just maybe your mate hit CWA base and that player used revenge on your mate?

I'm CW. Sometimes, very rarely though, they match me against low bases like medieval, iron, even dawn age. Never attacked them, it would be a time waste.

That is odd. I've never been matched outside of the age ranges I'm allowed.

happens more often if you play in a medal range where there arent a lot of players your own age

I'm CWA and also got matched against Industrial or lower but it's rare and I never attack as there is nothing to win for me.

I've seen it in very low medal levels. It is sometimes worthwhile if you want an ntg.
