Ingame General chat, next to the alliance chat

ingame General chat makes it possible to recruit players more easy. Make sure however you have a chat moderator who can easily ban players from General chat, should they brake General chat rules. Chat control of alliance chat is not needed: the alliance leader can kick members, so if someone does not behave he can be kicked out

I think this would be quite useless without the ability to invite people to join your alliance. The main point of a global chat is to find a good fitting alliance for you and without the ability to invite people to join an alliance the global chat function would be practically useless.
Just my 2 cents
