Looted Resource Refund

I'm trying to figure out if this is a bug or this is working as intended. Before, my looted resource refund was working EVERY time I was attacked. Now, it's not working every time. There isn't any obvious thing I can see. I'm attaching screenshots. I tried the in game help, and they said it's only supposed to refund if Im' defeated, but as you can see from the screenshots, there are times where I'm not defeated where I'm given the refund. Please help. I've attached 9 photos from my game, some of the log, some of the artifacts I'm using.

possibly it needs 10% destruction of your town to kick in

hmm. I can't see the percentage, so I guess that's possible. I hope someone who knows answers.

Probably some percentage is applied. Gotta check your replays too.

I asked the same question of CS. They said you need 10% destruction, like the Storage blessing.

ok, I'm going to change my base around to make the oil behind at least 10% to see if that fixes things. but the storage blessing says 10%, nothing on these artifacts say 10%

At least it's consistent. Not much else in this game is.

Yea. I've went back and watched reviews. The attack has to do more than 10% to get the refund.
