Maximum number of citizens in the Global Age

hi everyone.
I'd like to understand what the maximum number of citizens is you can have in the Global Age?
I've purchased starter pack 1 and 2, play as the British, built all the houses, I'm currently in the Global Age and I have a max of 16 citizens.

However, I noticed one player (non Chinese civ) who has 18 at his disposal in the Global Age? How does that work??

Screenshots, to the best of my knowledge max is 16 (17 Chinese). I too purchased both starter packs.

Assuming you counted correctly ,or in the unlikely event they are twins, sounds like a glitch perhaps. Sounds like a job for cs to investigate.

yeah, the thing is: that player is in my alliance and I don't want to get him into trouble. I figured 16 was the max. he said he bought both starter packs when he was in the global age thereby giving him the extra houses. I wonder if there's any truth to that.

I'm fairly sure the 18 citizen thing works by purchasing both starter packs after building your industrial age house with gold.

I bought my industrial age house with gold. I have 14. Extra house would be 16. 18 should not be possible. You can't buy starter I once you are in IA.

I bought mine in IA, but didn't think to try it after buying the house with gold. I guess they thought about that then.

Toast, it could just be a glitch from buying them back to back. Report it as such so this player may have their base corrected. Not every player cheats.

There is no reason for you to feel guilty. If it is the only abnormal activity on his base, then they should remove the house only and he is free to play on.
