Multiple Attacks by same player. Why do I get only 1 REVENGE?

I dont have an answer but I have seen this done against me and I have done it. Sometimes I attack same player 3x in same hour. Really not fair but they are the only player that has 10.000 oil then I have no choice. I have lost over 90,000 oil sometimes from this. Well not actually my oil but what enemy raider took due to their high Artifacts with ARL.
