I think realistically, any war with more than 10 opponents each will only be for the top 20 alliances in the leaderboard. Lower alliances will struggle to find 10 active players ready to go to war. And the distribution of level, offense and defense is probably too heterogeneous in the lower alliances to get a match.
What I foresee is the 3-5 top players of lower ranked alliances getting frustrated at some point and join the top alliances so they get a chance to enjoy alliance wars. They will need to be some mergers so that the pool of alliances becomes homogeneous to fit the matchmaking algorithm.
