So they (BHG) can pad the upper ages with strong bases. That way legitimate bases in those higher ages have more opponents, and BHG can rely on those legitimate players to P2W. It’s the only logical conclusion I can come up with.

Yep. Cheats are rife, zero action taken, so no sane person would pay to win in a rigged game, and the prices for those foolish enough to go there are mind boggling.
