Total airstrip capacity after the 7.0 update

Hello!

What is the total airstrip capacity should be with 2 airstrips (level 4) and Amelia research completed?
Min theory it should be 10, right? In my case it shows only 8. Is this a bug or it is the way it should be?

That would be my math, too. If you're not getting any extra planes at all for having completed Amelia Earhart's research, then there is definitely a bug.

3 planes in each airstrip + 1 from the library + 1 from Amelia = 8

This is my understanding
