What Inbox?

I play on a Chromebook running Chrome OS v91.0.4472.102 (updated a few days ago). The first pic is of the current "Customer Service" (should be labelled 'Help' actually), the second is of my in-game screen. It doesn't scroll further down than that. I also, on the rare occasion, play DomiNations on my Android phone while I'm riding public transit. I haven't seen any Inbox icon on either. This leaves me wondering, is it a bug, or, just outdated and unmaintained help files.

Thanks for that. They must be talking about the regular in-game mail, which on my screen (see screenie #23 in original post [op]) is left just below center, which I would describe as left lower-mid screen, not bottom left corner (see first paragraph of screenie #1 in op). Irregardless of that, I don't have any "Recruit" tab as reference in op screenie #1 paragraph 2, see screenie here. Do I need to do something to make it appear?
