The message here is, don't bother with munitions that lower your spawn times. If you already have all the existing spawn perks, you will probably be on the 85% cap. And this cap applies to the first spawn, and won't allow a benefit on the second spawn time, even if this time hasn't met the 85%...

Where is the cap limit shown? And why offer a benefit if you can't use it?

Spent a lot of time and effort getting this particular munition to level 6, and it is applied to my Garrisons. On reaching level 6 the spawn times for 1st and subsequent spawns remained the same time as on level 5. What is happening here?
