You should be able to remove war troops from your war base it sucks when you have a new person that comes in and donates resource raiders to your war base instead of a tank or cannon
Yes they really messed up in this game with troops even enlightenment age musketeers were good against cav and skirmishers were the ones good against infantry just a name change is all that is needed. Many of the civilizations had different tanks... also as they keep going each civ needs to...
