It should be possible to copy it to an inactive slot because it would have to add all the non war base items to your list of picked up things.

I'm pretty sure the reason for the relatively short timeout (3 min I think) is so your base can be added back into the "scoutable" pool. The *could* increase the timeout if you already have a peace treaty though.
