If you want to train troops while upgrading barracks, just don't upgrade all 3 at the same time.

THs are also much more difficult to obtain than supply carts. Getting a factory to level 7 requires a lot of oil. I don't see why they shouldn't have an added benefit of slightly shorter training times than supply carts.

Leave the tactical helicopter as it is stats wise but remove the transport function. Or maybe just let it only transport factory troops. I've never seen anyone use this unit's transport function for anything aside from raiding oil, which is why the unit is getting nerfed in the first place...
