They take 4 workers, give around 40,000 gold plus 'technology points' which no one in my alliance has a clue about. Anyone here know what they are for?

Yesterday I received no war loot! So much planning and cost wasted. Yes I have advised customer service but this is the first time I've missed out and was planning to do soooo much :(
