Shouldn't it be hard to collect NTG's and hence making deploying coalitions a actual strategic decision rather than a default just to boost stats. It seems to be majority of people of having full coalitions for every war makes having them at all useless, it be the same as if they just removed...

Whos to say you should have full coalitions for every war? Where is the skill or strategy in having full coalitions for every war? It should be difficult to collect NTG's making deploying offensive and defensive coalitions costly and hence a actual strategic choice to use them.
