    APC units capped at 6 after Wu Zetian upgrade (supposed to be 12)

    After Wu Zetian +3 APC units upgrade, APC MK3 is supposed to deploy 6 units per deployment, capped at 12 units. However, I noticed that the APCs stop deploying after the first deployment of 6 units. Is this a bug? Can anyone else confirm this?
