What are the glowing green circles that appear when placing my wonder during edit mode? They don't seem to show for any other buildings. (And no, I am not talking about the white circle that shows its effect range.)

I have an attack report showing I was attacked 2363w (weeks?) and 2 days ago. I believe this game has only been on iOS for a few months, so I am curious about this time stamp? Hopefully my attached screenshot will load correctly. 😁
