Its a clan war feature, but seeing as Dominations doesn't have clan wars, they can't really implement it. Its basically being able to select members of the opposing group to attack.

Yo, what I did when a building went missing was go to map layout, pick up everything, and re-lay my base out again. It was the only way I was able to get the missing building back.
