Why can't I search a player/by alliance and choose to fight,I can visit his town but I can't attack him

I'm running an alliance and it's hard to see who's active - what I'd like to see is a rate of change symbol (like stock exchange) with green arrow up or red arrow down for medals per24h or week or some time, and something also for overall rank.

I have an ipad and samsung S4... I successfully connected via facebook on the ipad, I could not connect via facebook on the Samsung, but I could connect via google+ however this is not an option on ipad. is there a way to link these devices (have just gotten to first age, have not chosen civ on...
