No. Some players put the Forbidden City into the middle of the base, so that it looks like the real Town Center. The TC is outside the base. It´s then very annoying for the attackers when they destroyed the Forbidden City without getting a star. At the first view TC and FC are look like the same, that´s the trick. ;-)
