Is it possible for developers to make unique troop cards icon for different troop cards? This two troop cards are completely different but looks the same?!?

Iam just curious what is official Nexon statement and policy against cheaters in war? If someone rapport cheater and present you evidence (screenshots) what will you do to that particular player, not to entire alliance? Kindly ask for honest answer from game developers. Thx in advance, regards!
