Add "Optionally IN" war participation status for allies

Right now, we have two statuses which allies in an alliance can set for their war participation: IN or OUT
It'll help if a third status called "Optionally IN" can be added.

Allies might be upgrading capabilities which limit their offensive capability in wars (war academy upgrades, mercenary camp upgrade, etc.). We generally would like them to opt out of wars during such upgrades. They usually set their status to "OUT" for wars at the alliance gate.
But, wars can be started with allies only in multiples of 5, starting with a minimum of 10 allies.

Often, there are situations where we run short of one or two allies to make up a multiple of 5 to start a war.
In such situations, it'll help if allies who are opting out of wars due to key upgrades to set their status to "Optionally IN".
We can include allies who have set their status to IN, and then, add one or two allies who have set their status to "Optionally IN", in case we need them to reach a multiple of 5 to start a war.
Only those allies who are not going to have time to make their attacks can mark themselves categorically as "OUT".

For example, if 34 allies are ready for war, it's really painful to leave out 4 allies who are ready for war and start a war with 30 allies. In such situations, if one or two allies have marked themselves out of war because they are upgrading mercenary camp or war academy (with their participation status set to "Optionally IN"), it's better to include one such ally and start a war with 35 allies. Sure, their offensive capability will be limited, but, we can plan for their attacks factoring this. Adding a third status called "Optionally IN" will really come in handy in such situations.

or allow leadership to override their 'out' status .. I know it can be done in Clash of Clans
