Make it so when you reach industrial age you have the choice to move to a city. This is how it would work:
-Lots more space
-You can build things in larger quantities (like instead of getting 1 extra oil well you would get 50)
-You will gain 500 citizens upon arrival (100 new ones each age)
-You can assign more citizens to a building or something like that to make it quicker (30 citizens=2x faster)

Side note: Alter the numbers a bit to make it balanced.
Please make it easier to get xp (like make it so that 1 building gives 15x xp than it did before and keep the numbers for this one)

That only requires further adjustments: Construction sites then need at least 80 workers, 2 of whom actually work and the rest stand on the sidelines observing. Planned construction times are spontaneously/randomly doubled. Costs explode during the construction phase and if you don't pay double the costs, the project will never be completed. Then it becomes a ‘real’ city.

The 50 oil wells are subject to environmental regulations and are only allowed to run part-time, which reduces the production volume to 1/10. In the end, we will have one more reason to invest gold in improving everything and the overall result will not change.
