It allows you to be able to do some expensive 10,000,000 gold upgrade per house that provides an additional citizen per household after upgrading each house. 9. The game has advanced enough and there is enough to upgrade that it is time for a third library and third armory slot that can be bought with a similar 1,000 crowns per slot.

a. Ability to pay for things early while your citizens are busy with other tasks so that all there is left to do is wait the time for things you have already paid for. This will help when people max out on their resources but want to keep attacking people so that they can reap the benefits of plunder still and not just attack for nothing. This can be a capstone at the library or something.
b. Be able to add 2 upgrades in each: buildings/university, library and armory advancements to a queue that will be done without you logging on. After the queue is finished completely, you will be able to add 3 more items to each for your base to be working on while you are enjoying your quality of life.
c. Allow alliance members to donate citizen hours to help develop each others bases. Each citizen donated reduced construction time by 5% and up to 5 citizens can be temporarily donated per project request. Some sort of perk can be granted for alliance members who donate citizen hours most. This could be one of the developments within the Parliament features.
d. 11. Communal war blessings that require Trade Goods to be contributed by the alliance that cover the whole alliance. i.e. 8 diamonds, 15 skins, 15 metal and 15 cider provides an armor blessing that covers your entire alliance for the duration of a world war for example.
