Cheating over 7 months now

I started reporting this player back in February for having multiple houses. I would report, CS would remove the houses, The player would add them back. We repeat that 3 more times before CS gave a temp ban or they just so happened to be offline for 5 days. So it takes 4 reports in 4 months just to get a temp ban. Got it. Why does someone get 4 warnings? Now the past 3 months this player found the "new" cheat where they don't need the extra houses. Now they just try and hide the upgrades around other buildings, but you cannot hide all of the scaffolding/barrels that appear during an upgrade. This was the pic I sent CS on 1 Sep. July and Aug I did not circle the buildings but I did say which buildings were upgrading. Are players wasting their time reporting cheaters?

Yes. The best cheaters are also the ones smart enough to spend some money on a consistent basis. I would imagine that someone who spends the equivalent of $20 a week can do whatever they want and receive a slap on the wrist.

To be fair, that's $1040 a year versus the $200 total I've spent in 3 years. Not saying it's right or ethical, but the evidence seems overwhelming that it's the reality.
