introduce council terms where the longer you keep them in chambers they can rise up through rarity and going up to higher rarities take longer and removing them from chambers resets them... this will have lots of mixed oppinions,laughter cause it will never happen and "it will cut their profits, theyll never do it".

rare to legendary: keep on 4 weeks
legendary to epic: keep on for 8 weeks
