we had the same issue for a long time....eventually it was solved when I went from global to atomic and then to cwa within the same month!! Best decision I ever made in dominations....
Hope you find a good cwa player to help you. Have in mind that not every CWA player knows how to attack.
In our last 4-5 wars, we won despite the enemy being better because they had no idea how to attack. Even on our globals, they failed to take one star!
In another war, my targets were a level 262 and a 257. I was 243 level at that time. Guess what? Both were 5 starred and they didn't even attack me.
Upon careful inspection of their bases, it seemed that all they cared for was farms/caravans/oil wells and roads. Obviously they had no clue how to play offence in this game.
