Dock Use for Alliances

All the basic components are there from leagues. We just need to upgrade a ship (similar to alliance gate) so we can send allies gold/food. Level 1 ship sends/accepts 5000, level 2 15000, level 3 25000. Not a huge game changer, but a big boost to alliances!
