Either by design or as an unintended side-effect, I think the combat/defense boosts could rebalance the effectiveness of different units.
Right now, most players use ranged infantry (shooters) , heavy cavalry (tanks), ranged siege (howitzers), and fighter aircraft. So everyone is keeping artifacts that buff or nerf those units. Eventually everyone will have 11% artifacts attack and defense bonuses for them, effectively putting us back to the status quo. So clever players should keep artifacts that nerf the most used units, but keep artifacts that buff less popular units, such as mortar troops and paratroopers, for offence.
I don't know whether any factory troops are included in the Museum categories, e. g. are MRLs included in ranged siege? If not, the bonuses make factory units more effective.
