I thought it might be helpful for me to report that I have resolved an extremely annoying issue with Dominations on my iPad in case it is affecting anyone else.
I was getting very frequent timeouts while playing the game. In each case the spinner would appear and never go away until the game had timed out and needed to be restarted. It was particularly frustrating when this happened in the middle of a battle as I'd then lose all my deployed army. I'd corresponded with Dominations support about this on numerous occasions and been given various suggestions about making sure nothing else was using memory, turning off sound, etc but with no success. However, I recently realised that the problem only occurred when I was playing Dominations on my home wifi network. I do have quite a few devices on my network and was using a fairly old router (a Netgear DGND3700v2) so I have now replaced it with an up to date more powerful router (a Netgear D7800) and since doing so I have not had a single timeout problem. The spinner does sometimes appear but now the game always seems to recover from it by itself.
I was not having the same problem with any other game so it seems to me that it must have been a combination of a heavily loaded router with something about the way that Dominations uses its comms. Perhaps it puts more load on communications than other games or is less able to deal with delays on its comms than other games?
