How about allowing us to select the troops that spawn from the garrisons? Default remains unchanged and spawns Heavy Infantry. Or you could select Bow/Rifle Troops and one less would spawn.
A posdible final option would be Machine Gun troops but these would cost oil. 2 or 3 would spawn. (Age appropriate of course.)
I also like the mix & match idea. No need for all of the Garrisons to be the same. (Some Heavy, some Rifle, etc…) I expect this would add a nice touch of variation to defense without getting carried away.

Everyone being able to spawn shooters would give all nations the same defensive advantage that British, Korean and Chinese have. Not sure I want that.

No to shooters. That would be a huge defensive upgrade, and rather than being a choice would simply become a requirement.

Yep shooters on defense would be too OP. Should be an exclusive perk for shooter nations as is currently.

What would be the overpowering aspect? How many folks attack with heavy infantry here in any kind of meaningful quantity?
If 3 or 4 rifles spawn instead of 4 or 5 heavies there would be less defenders overall. They cause little damage to tanks. They're no more of a threat to howies then heavies. The advantages I see are their range of 4 and shooting over walls.
And just to clarify none of the Brits, Koreans or Chinese would spawn their unique units other than from the CP.

i like the idea in theory but it would be very difficult to balance. imo, shooters coming from garrisons would be way too powerful (even if you reduced the number spawning).

The shooters that already come out of the command post for British, Korean and Chinese already do work on my troops if I don't take them out and I don't even use foot infantry. Can't imagine 5+ garrisons releasing shooters, no thanks.

Angkor Wat would become super OP. Shooters would be too far away to kill off before they heal back to full health, more shooters would spawn, and soon we will have a full offensive army taking on a full defensive army.

A day or so before your post I had just conquered a higher level base and was thinking to myself that I'm relieved there are no shooters on defense to deal with.

Interesting idea Navalis, I like it. I agree that the garrisons should produce less of the overall units, and the mix of troops could be upgradable within the garrison, like units within the armory.
eg: change 4 garrison troops to 1 shooter and 2 footmen would cost 5million gold and take 7days. Changing to 1 shooter, 1 MG, 1 footmen would cost 7million gold and take 10 days.
Once unlocked, the combinations can be toggled.
Maybe the trade-off can be that rifles/MGs spawn slower so it's not necessarily the best combination if you rely on massed defenders to block attackers?
