I've seen many alliances having 1-2 members. Perhaps it's about a player that would like to be a Leader in a new Alliance but has no option to recruit. The community is one way, yes, but not very effective.
My idea is granting a "Send Invitation" option (say 5 max per day) so that Leaders and/or Co-Leaders may use, inviting players that have attacked, or defended against. Limitation to (say) 5 per day (for the whole Alliance) would ensure that this option would cause no spamming effect
I believe that this would be a useful tool for especially new created Alliances, what do you think?
