Is sandbagging that the problem, or is it the way wars or are scored?

It seems tha the way wars are scored lends itself to sanaggigging and that by changing how the scoring is done taking into account every players best attempt would be a better refelection of how one alliance does against another and not a handful of top players against a group doing its best.

What I mean is simply this: As currently scored, 5 points for every enemy base (max) and each base counts once and can have any number of attacks against it.

Scoring, Current system -So in a 20 man war team 1, top 10 men can get a perfect score against team 2 hitting each base once once. The lower 10 of 10 don't have to attack except for loot

Scoring, Suggested - Same war, team ones top 10 players attack 10 bases for a max score of 50, they each still have one attack remaining they can make for loot, glory or intel. The other 10 players either must attack for the other 50 points of forfeit them. In any case only the best of 2 attacks count foir a max score of 100. Attacks against individual bases would only be counted once, as before.

Scoring this way the entire alliance would be involved requiring more teamwork to achieve a winning score. This way would get rid of dummy accounts to make way for more productive ones. Teamwork and morale would get a good boost too as better players help the weaker ones replacing frustration with pride.
