Is there a max Citizen amount?

I heard it was 14, unless you were Chinese and had the extra citizen. With these starter packs offering houses, does this amount go higher? Or does it stay at 14 even though you just spent $13?

Prior to Estate and Atomic released, it should be 16 and extra 1 for Chinese, if you bought both the starter packs...

With Atomic update and 6m for another house, it should be total 18. I not sure the 8th house purchased via the Global age is consider the future 9th house under Atomic that can be bought via game 6m golds. I still in Global with 16 citizens, but I saw the 9th house in my store and new building if I upgrade to Atomic.

I have 14 currently, so should I just wait to buy the two houses instead of using $$$? I'm in EA. They'll ofc be expensive af but at least it wont be real money.

What if I'm Greek in EA? I could buy the starter park and hit up to 16...then I can buy a house when I'm in IA to get up to 18...Then that's it?
Or like I said before...2 houses for when I level up 3 ages to Atomic.

Starter Pack I gives you the IA house early.
Starter Pack II gives you the Atomic Age house early.

In EA, without Starter Packs, you'll be having 12 workers.
If you've already bought Starter Pack I, you'll have 14 workers. You won't get a house for gold (under the Economy tab) upon reaching IA.
If you purchase both Starter Pack I and Starter Pack II in EA, you'll have 16 workers. You won't get a house for gold (under the Economy tab) upon reaching IA as well as AA.

The Estate can be purchased only for real money, and can be purchased anytime, which will add 3 workers.

In Atomic Age, constructing the Sydney Opera house will provide an additional worker.

The Chinese get an additional worker from the beginning of the game.
