Layout Editor scrolling

I bring perhaps the most annoying issue with the LE I’ve found; if you try scrolling the menu of buildings to place, and you touch the black space in between them instead of an actual building, the map will scroll down. I don’t know why this is a feature, since people will scroll by touching anything that *isn’t* that part, and it can be very annoying when I just want to quickly select and place stuff without moving the map around.

The best option is that the building selections are outside of map, so whenever we scroll the buildings, we won't mess with the map.
