Not sure I understand the question? We're only instant upgrading economic buildings, or what is specifically named, not anything associated with the named item. So if an Oil Rig is highlighted to have Instant Upgrade, it is only the Oil Rig building.
hello. can you tell me if the instant improvements of the drilling rigs will apply to build of the building (first level) or only to improvements, for example, from the second to the third level?
Presumably it applies to the first build of the building but it applies to whatever upgrades are allowed by your age.

The instant upgrades are part of the event. There’s a new one every few days. You can only upgrade it to the max level your age allows. I’m having a hard time understanding your question. If should of been able to upgrade one and seen that it capped out saying “ upgrade to ( next age) “
Yes, you got it right - it was the first time I was interested in building. I left one mill not built, and now I see that in the construction menu at the last mill not built there was a timer of 45 seconds and now during the event for instant improvement of mills at the mill there are also 45 seconds, and therefore I conclude that the drilling rigs will also have a timer as now.
