Losing resources when attacked

When I get attacked, even if my base is totally destroyed, I only lose a percentage of my resources - but when I attack someone else, it lets me take everything they have. Am I only seeing a percentage of what they actually have in resources, and that's why it seems like I'm taking everything?

When you attack, it only shows the resources that is available to you, not all their resources.

Almost right, and a good estimate, but it depends how recently resources were harvested! 50% of resources in farms and caravans can be looted, and only 22% of resources in mills and markets.
