Hi there,
As of now, there is no way to send a message to only one particular player. Currently, chat is meant for your whole Alliance to optimize for World Wars, donate troops, and issue Friendly Challenges. The design team strongly considers screen space before thinking about new buttons to add when expanding features like chat.
