The existence of trench mortars in a game without trenches is silly, so I decided that the purpose of mortars is to supplement the main army. Mortars can help shooters take down enemy infantry and help ranged siege land decisive shots against buildings. When they are not busy with those things, they deal good damage on their own. The basic idea is that with the assist provided by mortars, the main army will move along faster, dealing more damage in less time. I usually carry two mortars and am satisfied with the results. I find that they are more helpful against tougher bases.
The problem of shells hitting empty ground is largely one of optics. Ranged siege spend a lot of time moving around picking targets, often wander into danger, and can be just as redundant as mortars when units are plentiful and targets are scarce, but they are quiet about their wasted DPS whereas mortars announce it to the world. Give this troop a chance. Judge it for the damage it deals, not the damage it doesn't.
Be sure to complete the mortar troop DPS research in Uni (under Suleiman) before drawing conclusions. It makes an enormous difference to this troop.
