I wouldn't worry too much. Its probably just so when you get a call mid gaming it pops up as a small answer/decline notification rather than taking over the whole screen (it is however still inconvenient with a call mid raid and it popping up especially mid war battle...lol)
I've been playing just over 2 years and never had costs incurred through Dominations hijacking my phone and making calls.
