Opponent with no attacks in war?

I've been playing for over two years now and this is the first time I've ran across a war opponent with no attacks (currently we have 3.75h left). We do have 1 Iron Age & 2 Classical Age players in our current war of 10, but they are active players who attacked. The only time we ever boycotted a war was when we were first introduced to sandbaggers and realized it. Any other reason(s) why an entire Alliance would not attack in a war?

UPDATE: Currently less than 1 min and still no attacks. We got a perfect score a little more than half way through (we were holding back attacks to give everyone a chance first or would have been sooner).

No idea, we faced Nederland NL recently who did not exactly put up a fight, first battles were their top guys all going for our 23-25 repeadedly. No idea why, they where the ones with an inactive classical as 25, not us.

@Danix - Our opponent had foreign characters for a name so couldn't check them out, but the one you mentioned has all active players. Wonder what's going on...
